BBC Arizona Leaking Containers Cleanup Concluded

VALDEZ, Alaska — The 15 day response and clean up of leaking containers aboard the BBC Arizona concluded Friday and the Coast Guard captain of the port for Prince William Sound rescinded the captain of the port order against the BBC Arizona allowing the ship to depart Port Valdez.

“On Friday afternoon, Coast Guard personnel inspected the ship and its cargo to verify all requirements of the captain of the port order were met,” said Cmdr. Benjamin Hawkins, captain of the port for Prince William Sound. “Due to the diligence and collaborative efforts of all those involved in the response, I was satisfied that the ship did not pose a safety or environmental hazard and rescinded the captain of the port order, allowing the ship’s departure Friday evening.”

The BBC Arizona reached the Gulf of Alaska early Saturday morning en route for Mazatlan, Mexico.

Demobilization of response personnel and equipment began Saturday. More than 50 personnel from the Coast Guard, state of Alaska, City of Valdez, Gallagher Marine Systems, LLC, Emerald Alaska Inc., Alaska Chadux, North Star Terminal and Stevedore Company, and several marine survey companies were involved throughout the incident. Unified command operations are anticipated to conclude Sunday.

“This has been a complex mitigation response, requiring substantial collaboration and team work to ensure no environmental impact or injuries occurred,” said Chris Graff, west coast response services director for Gallagher Marine Systems, LLC and the ship’s representative on the unified command. “On behalf of the owners of the BBC Arizona, Gallagher Marine Systems LLC would like to thank all those involved in the response, as well as the City of Valdez for their hospitality.”

Coast Guard officials issued the BBC Arizona’s owner a federal notice of violation for failure to notify about hazardous conditions aboard the ship, which carries a $5,000 fine.

On Thursday and Friday, the last of the ship’s oil filled containers were moved to the shoreside decontamination site, emptied, cleaned, and returned to the ship. Emerald Alaska Inc. also concluded clean-up and decontamination of the BBC Arizona’s deck.

Empty oil bladders, or “flexi-tanks”, were pressure washed and repackaged into DOT approved heavy lift bags designed specifically to provide containment. Once packaged, the heavy lift bags were placed into clean, lined containers and stored for further investigation.

“The City of Valdez continues to be impressed with the professionalism and efforts of all agencies and organizations involved in this case, including North Star Terminal and Stevedore Company,” said Diane Kinney, ports and harbor director for the Port of Valdez and the City’s representative on the unified command. “Utilizing incident command system processes and expertise, the unified command developed a continuously evolving plan to safely remove, empty, and clean the leaking containers.”

Eight frac tanks, filled with a total of 130,489 gallons of non-contaminated transformer oil removed from the ship’s containers, remain at the Valdez Container Terminal. Field tests confirmed no presence of PCBs, a hazardous substance sometimes associated with transformer oil.

Since the non-contaminated oil is a commodity, the product’s owner will sell it to the highest bidder in accordance with U.S. Customs and Border Protection regulations. A time frame for the sale will follow state of Alaska’s temporary storage requirement and any additional rules imposed by the Port of Valdez. Upon conclusion of the sale, the oil will be shifted from the frac tanks into approved containers for transport.

Contaminated oil, oily water removed from the ship’s deck, oiled sorbent pads and personal protective equipment, and other waste from the response will be disposed by Emerald Alaska Inc. in accordance with local, state and federal guidelines.

“The State of Alaska appreciates the prompt actions to successfully contain and prevent the release of any product spilled on the deck of the ship once the leaks were discovered on May 31st,” said John Engles, environmental prevention and emergency specialist for Alaska Department of Environmental Conservation and the state’s representative on the unified command. “This incident occurred right next to one of Port Valdez’s most sensitive ecological sites, the Valdez Duck Flats, and the BBC Arizona quickly initiated their contingency plan and activated all necessary people and equipment to prevent a spill in the area.”

Following a small fire and discovery of multiple leaking oil containers aboard the ship May 31, a unified command composed of the Coast Guard, Alaska Department of Environmental Conservation, City of Valdez and Gallagher Marine Systems, LLC, stood up to coordinate response operations. The first week of the response involved environmental mitigation measures, offloading all Alaska-bound cargo, and construction of a shoreside decontamination area. During the second week, all containers were offloaded, emptied, and cleaned. The cause of the container leaks remains under investigation.

OFFICE OF THE CITY MANAGER
 Met with Chair of EDAC and Community Development Director to discuss development issues and communications between the City and the Committee.
 Attended Mid-Coast International Trade Presentation hosted by Allen Agency in Camden. This was a great opportunity to look at the big picture of trade and shipping for the State of Maine.
 Met with Fish Pier Director to discuss access management to address public safety concerns. As more and more people access the pier for non-commercial uses.
 Attended pre-bid construction meeting at Ferry Terminal Park.
 Attended Coast Guard Change of Command ceremony.
 An auction to dispose of abandoned moorings will be held Saturday, June 29, at 11:00 AM at Rockland Harbor Park.
 The contract to provide Stone, Gravel & Loam to the City for FY ‘14 was awarded to George C. Hall & Sons of Rockland.
 The annual Rockland Lobster Boat Races will be held this Sunday off the Rockland Breakwater. Spectator boats will begin rafting at 8:30 AM.
 The 15th Annual Summer Solstice Street Fair will be held Saturday, June 22, from 4:00 to 8:00 PM on Rockland’s Main Street.
OFFICE OF THE RECREATION DIRECTOR
 Mulched the shrubs at the Ferry Terminal Park and gardens at City Hall.
 With the assistance from Public Works we were able to remove the unsafe pieces of the skate park. The Fire Department also came down and washed the pad off, and recreation staff rebuilt part of the park, painted the whole park and made repairs. Many thanks to Public Works, Fire Department and Recreation staff for this joint effort and great collaboration.
 We have met with the families that have purchased memorial benches for their family members and confirmed the locations of these donated benches. Public Works will be assisting next week to get the bases set in place.
 Completed a pre-bid walk through for the Ferry Terminal Park.
OFFICE OF THE GENERAL ASSISTANCE ADMINISTRATOR
 Handled 23 different calls, walk-ins and e-mails.
 Handled seven different appointments.
 Updated client files.
OFFICE OF THE WASTEWATER TREATMENT FACILITY DIRECTOR
 The sixteen communities that are affected by the new EPA combined sewer treatment policy met with DEP in Augusta on Thursday to discuss the new requirements.
 Preparations were made to repair the sewer line at the intersection of Camden and Maverick. Repairs should be completed next week.
 A sewer inspection was completed on Purchase Street and found the clay pipe is cracked in many places, and there are significant cracks and partial cave in where the pipe crosses under the street.
 We received a call Thursday morning to vacuum a manhole and found loose bricks were blocking flow.
 We worked on plant preventative maintenance this week when time allowed. It’s been a busy week dealing with significant wet weather flow at the plant and pump stations.
 A Lindsey Brook e coli sampling round was carried out on Thursday.
OFFICE OF THE POLICE CHIEF
The officers responded to 222 calls for service. Rockland Police Officers responded to eight motor vehicle crashes. Twenty one (21) traffic stops and traffic violations were conducted. The officers made multiple arrests of individuals for various offenses, including reckless conduct with a dangerous weapon, domestic violence, criminal mischief, operating after suspension, bail violations, warrant arrests, OUI, and thefts.
 Parking Enforcement Officer Troy Peasley attended the opening ceremonies at the Maine Special Olympics held in Orono. In addition, Officer Peasley participated in the Special Olympics run held in Orono.
 Deputy Chief Tower served on the Personnel Board for the Knox County Sheriff’s Office vacant patrol positions.
OFFICE OF THE FISH PIER DIRECTOR
 Issued two permits;

o 1 Lobster Vessel
 The F/V Western Sea off loaded 340,000 lbs. of herring.
 The F/V Western Wave off loaded 125,000 lbs. of herring.
 Completed the other four of seven lot storage inspections this week. Three passed and one has a financial discrepancy which must be corrected before a new six month permit is issued.
OFFICE OF THE CITY ASSESSOR
 Processed real estate transfers from prior months.
 Processed Personal Property declarations that are being returned.
 Reviewed building permits for completion of work done.
 Calculated assessed values on those permits.
OFFICE OF THE COMMUNITY DEVELOPMENT DIRECTOR
 Assisted with and facilitated information for Harbor Trail Commission meeting.
 Along with Assistant City Manager, met with two local businesses requesting applications to regional microloan fund.
 Met with representatives of the Maine Technology Institute to encourage applications from local and regional businesses.
 Coordinating meetings for development of Tillson Avenue as per Waterfront Development plan.
 Attended Economic Development Council of Maine’s annual summer seminar on tourism development in Maine as well as board meeting of same.

OFFICE OF THE HARBORMASTER
 The ACL's Independence came a day earlier than planned to avoid the bad weather at the beginning of the week.
 Spent a fair amount of time worrying about this late spring storm, it came later than usual and was stronger than usual for this time of year, so more boats and floats were in the water.
 Replaced two float hinges broken by the storm. Installed the last of our dock service electrical stanchions.
 Processed two more new mooring permits, and checked on a couple of reports of moorings too close to each other, one had broken its top chain.
 Took a load of supplies out to the Lighthouse for their summer season.
 Had to kick a squatter with a "liveaboard" lobster boat off three moorings and two docks.
OFFICE OF THE CODE ENFORCEMENT OFFICER
 Worked on the Insurance Services Office (ISO) survey.
 FMC has inquired about codes and regulations for changing their parking lot lighting.
 The Code Office received a Home Occupation Level 3 application from a property owner on Cedar Street to have an artist studio in part of their home. The Planning Board will review this application on Tuesday June 18, 2013.
 License inspection was done with the Fire Department at Roselyn Seafood.
 There were four complaints filed this week.

 Backfilling with gravel and grading sidewalks on Union Street and Main Street and loaming various areas.
 Setting granite curb on Union Street between School Street and Park Street. Delivered new curb to replace asphalt curb along Union Street at the Orient Street intersection.
 Installing new asphalt on road, along the granite curbing and around the sewer manholes that were adjusted for new pavement.
 Adjusting sewer manholes on Union Street and Main Street in preparation of MDOT paving final coat.
 Set up and took down voting booths/tables/signs for voting at Recreation Center.
 Roadside trash pickup including habitual dump areas off West Meadow Road, Thompson Meadow Road, and Greenhouse Road.
 Mechanics worked on van, 2002 International dump body refurbishing, 2005 GMC ¾ ton brakes, cement trailer tire, and 2007 JD backhoe hydraulic gasket.
 Completed roadside mowing.
 Attended MDOT progress meeting. Lanes Construction is in progress of installing final pavement coat on Main Street from Park Street to the Rankin Block as weather permits.
 Attended Water Company meeting with tenants of University of Maine building for project coordination of new ductile iron pipe to replace old cast iron water main which is scheduled to start at beginning of week.
 Next week we plan to continue adjusting frames and covers, resetting curb and installing pavement along curb on Union Street, installing new granite curb on Claremont Street, backfilling and grading sidewalks, road sweeping, resuming road painting, and roadside mowing including mowing of city properties.
OFFICE OF THE LIBRARY DIRECTOR
 Public Works installed the bench in front of the Library and chairs in the Children’s Garden.
 We’ve just learned that the Know & Grow program will continue through the summer this year, helping parents complete their GED, by providing a caring, learning environment for their children while they are in class.
 I attended a meeting of the PLEA, and participated in the State Library’s Public Library Directors’ Institute, Looking at the Law.
 Local singer and songwriter Bob Stuart performed at Wednesday Story Time, to a large audience, including those who wandered into the Children’s Room from other parts of the Library, upon hearing the music.
 Who Needs Sleep? was shown as part of the Arts & Cultural Events series on Thursday evening.

 A heads’ up for next week: At 10:00 am on Wednesday, June 19, Dan O’Connor and Patty King will lead a Library and Local History Tour, sharing with participants the history, art, and architecture of Rockland Public Library; a member of the Rockland Historical Society will join Dan and Patty to share highlights of the collection, which includes Civil War uniforms, weapons, and artifacts, and lime and fishing industry exhibits. This tour was very popular when done two years ago; I hope many readers of this will join us!
OFFICE OF THE FIRE CHIEF
In addition to responding to the normal flow of fire and EMS calls, apparatus checks, cleaning, repairs and maintenance to the fleet and cleaning and maintenance of the quarters, the following occurred:
 The Department covered both the Senior Inspiration and Commencement ceremonies for Oceanside (East) High.
 The Department conducted follow-up inspections for Life Safety Code violations and found proper corrective actions to have been taken in all cases.
 The Department assisted with the clean-up and upgrading of the skate park by washing down the concrete slab upon which the park’s components sit.
 The Department is in the midst of its annual driver recertification, which is the focus of current training.
 The Fire Chief met with representatives of Breakwater Marketplace and Maine Water in order to coordinate the shutdown of the sprinkler system during the replacement of the building’s water supply line.
OFFICE OF THE SOLID WASTE DIRECTOR
 Replaced the driver side idler on the D5M.
 All self-evaluations have been completed & turned in.
 Cleaned out the recycle building.
 Working on evaluations.
 Cleaned out swap shop.
 Investigated the collection and recycling of antifreeze.
 Cleared path and cleaned out all storm water outfalls.
 Working on replacing the emergency fire hoses in the Recycle Building.
 Completed and submitted the guaranteed annual tonnage (GAT) trading request application.
 Completed the MCEDD Solid Waste Inventory.

New Memorial Bridge Celebrations Begin

On Wednesday, June 12, The Greater York Region Chamber of Commerce and Warren’s Lobster House kicked off the first celebration to welcome the new Memorial Bridge. In attendance were Kittery business owners who had been impacted by the closure, Maine State and local representatives, officials from both NH DOT and Maine DOT, city officials from Kittery and Portsmouth, and stakeholders who served on the Memorial Bridge Public Outreach Advisory Committee.

Ben Porter, who has been involved in the Memorial Bridge Project since the very beginning, served as the MC for the night. There were speeches from Jonathan Nass, Senior Policy Advisor for Governor LePage; ME DOT Commissioner David Bernhard; Catherine Goodwin, representative for Senator Susan Collins; Bonita Pothier, representative for Senator Angus King; and Andrew Colvin, representative for Congresswoman Chellie Pingree. As the official remarks came to a close, all in attendance raised a glass of champagne and toasted the new Memorial Bridge.

The Greater York Region Chamber of Commerce would like to thank the Cunningham Family (owners of Warren’s Lobster House) for their hospitality and enthusiasm; it was a pleasure working with them to plan Kittery’s celebration! Additional and heartfelt thanks to Beach Pea Bakery for the delicious cake, Nappi Distributors for donating the champagne and Favorite Foods for donating the appetizers.

Thanks to Archer Western, ME and NH DOT, McFarland Johnson, the Town of Kittery & City of Portsmouth, Grace Limousine and the stakeholders and committee members who have all worked together to save the bridge and keep businesses open during the last year and a half. Showing Off Stripes: Okapi Calf Makes Debut at San Diego Zoo

     A 17-day-old female okapi calf at the San Diego Zoo took her first stroll around her exhibit this morning, staying near Mom and appearing a little tentative but curious about her new surroundings. The calf was born on May 19 and, until today, has been behind the scenes and out of public view in the Zoo’s okapi barn with her mother, Safarani.

     Animal care staff report the calf is healthy and progressing well and has almost doubled her birth weight in a little over two weeks. This is the fourth calf born to Safarani and the 23rd  okapi born at the San Diego Zoo.

     Okapis are native to the Ituri Forest, a dense rain forest in Central Africa. The species is near threatened, mainly due to habitat destruction. It is believed there are currently less than 25,000 okapis in the wild. There are less than 90 okapis in zoos in the United States.

Girl Meets World Goes To Series, 2014 Premiere

Disney Channel has ordered "Girl Meets World," a comedy series for kids and families from executive
producer Michael Jacobs ("Boy Meets World").  Starring are 11-year-old Rowan Blanchard ("Spy Kids All the Time in World in 4D") as the girl -- Riley Matthews -- 14-year-old Sabrina Carpenter ("Sofia the First" voice cast and a newly signed Hollywood Records recording artist) as her best friend Maya, and Danielle Fishel and Ben Savage reprising the "Cory and Topanga" roles they made famous in ABC's hugely popular sitcom "Boy Meets World" (1993-2000).

The announcement was made today by Adam Bonnett, Executive Vice President, Original Programming, Disney Channels Worldwide. Production on the multi-camera series will begin this summer in Los Angeles for a scheduled 2014 premiere on Disney Channel.

Bonnett said, "Boy Meets World' and its story of adolescent self discovery resonated with an entire generation of tweens.  In the same way audiences fell in love with Cory Matthews and Topanga Lawrence,
we look forward to introducing our viewers to their daughter Riley Matthews in 'Girl Meets World' and building a memorable connection with a whole new generation of fans."

Set in New York City, the new comedy series will tell the wonderfully funny, heartfelt stories that "Boy Meets World" is renowned for -- only this time from a tween girl's perspective -- as the curious and bright 7th grader Riley and her quick-witted friend Maya embark on an unforgettable middle school experience.  But their plans for a carefree year will be adjusted slightly under the watchful eyes of Riley's dad who's also a faculty member (and their new History teacher) and Riley's mom who owns a trendy afterschool hangout that specializes in pudding.

Jacobs said, "I am grateful to everyone at Disney Channel for the opportunity to reach my favorite audience, which has always been kids.  'Girl Meets World' is a new show for a new generation that will be rooted in the same kind of honest, comedic storytelling about coming of age and the importance of family and friendship that made 'Boy Meets World' so popular."

The series was created by Michael Jacobs ("Boy Meets World," "Dinosaurs," "My Two Dads," "Charles In Charge") and April Kelly ("Boy Meets World") and is executive-produced by Jacobs.  "Girl Meets World" is from It's A Laugh Productions, Inc. and carries a TV-G parental guideline.
