The Rockland Report

OFFICE OF THE CITY MANAGER
 Attended the Mayor’s beach cleanup and participated with the cleanup efforts of multiple public beaches and waterfront properties.
 Attended the Memorial Day celebration at Chapman Park.
 A Request for Proposal has been released for hydrogen peroxide for the Solid Waste Facility; and stone, gravel, and loam for Public Works.
 Bids are being solicited for tax acquired properties at 9 Pine and 67 Warren Street.
 The contract to install chemical resistant liners at the Wastewater Treatment Facility has been awarded to Marston Industries of Fairfield, Maine.
 Conducted multiple inspections throughout the week at various project sites around town and inspection of facilities and grounds.
 Continue to work with Council during budget hearings to answer questions as we prepare for budget adoption.
 Along with the Community Development Director, I met with Doug Erickson to do a walkthrough of the Bicknell Building off Tillson Avenue.
OFFICE OF THE RECREATION DIRECTOR
 The crew worked on the Parks first thing Monday morning to make sure they were ready for Memorial Day celebrations.
 The cannon in Chapman Park were touched up Tuesday morning. We will address repainting them again, after we see how the touch up dries.
 We will be getting the beach ready for nice weather this week as we start getting the buoy line and swim float out and in place.
 The stairwell to the tower room has been repainted, now that the leaks have been stopped, and the wall has been cleaned and painted. The paint should hold now that we have stopped the moisture problem.
 Audette has started to replace the windows in the Game room. They have been blocked in and windows that match the rest of the building have been installed.
OFFICE OF THE GENERAL ASSISTANCE ADMINISTRATOR
 Received 17 different calls, walk-ins and e-mails.
 Updated client files.
 Received a notice from DHHS after a routine annual audit that the City of Rockland is in compliance with the General Assistance statutes and the Department of Health and Human Services’ General Assistance policy.
OFFICE OF THE WASTEWATER TREATMENT FACILITY DIRECTOR
 A temporary sewer line repair was completed on Rankin Street. A permanent repair will likely be completed by the end of next week.
 Responded to a sewer line restriction at the intersection of Camden and Maverick Street. Currently scheduling a repair of the sewer line for next week. It’s likely Maine Water damaged the line when they replaced their water main, therefore they will likely pay for repairs unless excavation of the pipe proves otherwise.
 Paul Baillargeon retired on May 24th. His replacement will start work on June 24th.
 Attended a MWWCA meeting regarding EPA’s comments on our draft NPDES permit. The meeting was called due to the fact that these comments could affect 15 other Maine communities who treat their wet weather flows with primary treatment. A meeting between the 16 communities and DEP is planned for June.
OFFICE OF THE POLICE CHIEF
In addition to responding to 195 calls for services this past week and making 19 arrests; summons were made for various offenses, including Bail Violations, Warrants of Arrest, and OUI, Theft and traffic offenses. Officers handled four traffic crash investigations and five domestic and wild animal problems. Along with other duties and shift assignments, members of the police department were involved in the following highlights this past week:
 Chief Boucher met with County emergency management officials concerning School safety in Rockland Schools.
 Officer Peasley, Sgt. Finnegan and Sgt. Camporiale participated in the “Tip A Cop” event at Applebee’s in Thomaston to benefit Maine Special Olympics.
 The police department scholarship committee met to review dozens of scholarship application from Ocean Side High school graduates. The committee selected two recipients to receive a $500.00 scholarship each. Our donations are from working Rockland Police officers. This program is administered by a dedicated group of law enforcement professionals who believe in the importance and value of higher education.
OFFICE OF THE COMMUNITY DEVELOPMENT DIRECTOR
 Followed up with consultants on ED program and projects, funding strategies.
 Met with photographer and graphic designer for advertising; followed up on marketing opportunity with site selector agency.
 Attended FMC Community Meeting at Lonza.
 Toured properties, area and sites and reviewed plans for Tillson redevelopment; discussed same with possible interested developers.
 Follow up replies and emails to contacts made at the Cruise New England Canada event.
 Followed up on Harbor Trail quotes for signs and with Committee Chair.
 Met with Jason Merriam, Chair of Rockland Main Street Design Committee, regarding Committee recommendation to Council on signage.
 Reviewed microloan program with business applicant.
 Follow up calls with News Channel 6 regarding story on Camden Street Project.
OFFICE OF THE CITY ASSESSOR
 Processed Personal Property declarations that are being returned.
 Reviewed building permits for completion of work done.
 Calculated updates on those permits.
OFFICE OF THE FINANCE DIRECTOR
 Approved Payroll Warrant.
 Attended Budget Meeting.
 Attended Meeting with Fire Chief, Public Works Director, Knox County’s EMA Director and a State Hazard Mitigation Officer on potential hazard mitigation projects.
OFFICE OF THE CODE ENFORCEMENT OFFICER
 Dave attended the MCEOA meeting in Arrowsic for an update on floodplain mapping.
 License inspections were done with the Fire Department at Duo’s Take Out and In Good Company.
 Final inspection was done on the recent renovations at Hannaford Supermarket for Certificate of Occupancy.
 There were three complaints filed this week.
 The following permits were received by the Code Office this week:
o Six Building permits
o Two Electrical permits
o Three Plumbing permits
o Three Sign permits
OFFICE OF THE HARBORMASTER
 Responded to a report of a dinghy adrift in the channel - towed it out and returned it to its owner.
 Finished the annual re-installation of the holding tank pump-out system.
 Had a conversation with the captain of the American Cruise Lines vessel, the Independence, about how to dock with our new floats. They are scheduled for this year's first visit on June 5th.
 Drove to the South End of Rockland (Owl's Head) to investigate a wooden dock float that washed ashore. The high tide is too low to get it off the rocks. We'll try to establish who the owner is.
 Started inspecting and installing the city's rental moorings.
 Reviewing our mooring acquisition and disposal policies and will be making recommendations to the City Manager on changes to improve the way we catalog our moorings and how we dispose of them.
OFFICE OF THE PUBLIC WORKS DIRECTOR
 Picked up debris left at various parks from the weekend volunteer cleanup and transported to Transfer Station.
 Completed backfilling curb/sidewalk at Rankin Block. Prepping and installing curb on Main Street at James Street.
 Farley & Son has been contracted and is installing curb on Main Street from North Main Street to Cottage Street. Public Works crews, are delivering them granite curbing as needed.
 Adjusted six sewer manholes on Camden Street and one on Union Street for the MDOT project.
 Watered hanging flowers.
 Cold patching roads including Old County, Upper Talbot, Clarendon Street, Payne Avenue, Upper Limerock Street, South Main Street, and Halls Lane; reclaimed cuts on Main and Union Street.
 Attended hazard mitigation meeting with FEMA and EMA personnel.
 Attended MDOT progress meeting for Main Street/Union Street project.
 Mowing City owned properties including Limerock Street, Pine Street, Warren Street, and Broadway. Also mowed Broadway hill and Public Works garage.
 Picked up four tires dumped on Thompson Meadow Road during normal trash run.
 Markings Inc. painted centerlines and edge lines.
 Picked up waste oil from Bert’s Machine.
 Mechanics worked on 2008 International dump lights, 2007 International dump exhaust, and assisted with miscellaneous public works projects as needed.
 Graded gravel edge of turning lane on Old County Road by Kalers corner, and Birch Street Place.
 Swept edge lines and center lines where needed in preparation of centerline painting crew.
 Set out float at Chickawaukie Lake for Recreation Department.
 Next week we plan to continue setting curb and adjust manholes to grade for MDOT project; Water Company pipe replacement project is scheduled to start on Monday starting at Burger King and running south to Front Street - the contractor George Hall will also repair a partially collapsed sewer main at the Maverick Street intersection.
OFFICE OF THE LIBRARY DIRECTOR
 Otis Elevator Co. was here to test fire alarms for the elevator.
 Chiller repairs were done on Wednesday but because of the cooler weather no tests could be done to make sure everything was working properly. They will be back to make sure all is well.
 Jean Young hosted a school class tour of the library on Friday.
 Dan O’Connor and Patty King attended a workshop Thursday for instruction on doing an online exhibit. This is hosted by the Historical Society.
OFFICE OF THE FIRE CHIEF
In addition to responding to the normal flow of fire and EMS calls, apparatus checks, cleaning, repairs and maintenance to the fleet and cleaning and maintenance of the quarters, the following occurred:
 The Fire Chief and A-shift participated in the City of Rockland Beach Clean-up on Saturday morning.
 The Department participated in the City of Rockland Memorial Day Parade with Squad 3 bringing up the rear.
 Just after the parade, the Department answered simultaneous (and from the outset, likely related) calls for wires down at the intersection of Limerock and Union Streets and a person reported to be trapped in an elevator at the courthouse. The Fire Chief assigned himself to the wires down (along with RPD) and Squad 3 and the Rescue, under the command of A/C Elwell, to the elevator emergency. The elevator passenger was assisted in removing himself from the stalled car which was stopped between floors. CMP restored power to the area in about an hour.
 The Fire Chief met with the outgoing Secretary/Treasurer of the Knox County Mutual Aid Association for a tutorial on transitioning into that position for the organization.
 Along with the Finance Director and Public Works Director, the Fire Chief met with Ray Sisk from Knox County Emergency Management Agency and Joann Mooney from Maine Emergency Management Agency to discuss possible hazard mitigation funding.
 The appropriate city departments completed and filed their paperwork with FEMA regarding reimbursement for overtime costs and other extraordinary expenses related to the February blizzard.
 Companies drilled on emergency escape procedures from the upper floors of burning buildings.
OFFICE OF THE SOLID WASTE DIRECTOR
 Worked on removing the riding mower gas tank to remove sediment and water.
 The slide show of the images and factoids of the facility and PERC is now being aired on the local public channel.
 Installed a tripod support in the landfill to remove the kink in the discharge hose.
 Submitted the scheduled maintenance report to CAT.
 Sent out 650 tires weighing 8.45 tons to be recycled.
 Accepted 12.60 tons from the Beach Clean-Up Event. Great Job!
 Bill Butler from DEP conducted a portion of the annual solid waste facility inspection. The remainder of the inspection will be completed next week.
 We have started to work on the flower garden under the sign.
 Mowed grass and picked litter.

Kellie Dawn Pickler born June 28, 1986 is an American country music artist and television personality. She gained fame as a contestant on the fifth season of American Idol, and finished in sixth place. In 2006, she signed to 19 Recordings and BNA Records as a recording artist, releasing her debut album, Small Town Girl, later that year. As of 2009, it has sold over 800,000 copies. The album, which was certified gold by the RIAA, produced three singles on the Billboard Hot Country Songs charts: "Red High Heels" at number fifteen, "I Wonder" at number fourteen, and "Things That Never Cross a Man's Mind" at number sixteen. She released her self-titled second album in Fall 2008 and has produced the singles "Don't You Know You're Beautiful" at number twenty-one, "Best Days of Your Life" at number nine (which she co-wrote with Taylor Swift and her first Top 10 hit), "Didn't You Know How Much I Loved You" at number fourteen, and "Makin' Me Fall in Love Again" at number thirty. In 2012, she was ranked as the 14th best American Idol alumna. She also parted ways with her former record label. In October 2012, she signed with Black River Entertainment. On May 21, 2013, Pickler and her partner Derek Hough were declared the winners of sixteenth season of Dancing with the Stars.

On 6 June 1944 the Western Allies landed in northern France, opening the long-awaited "Second Front" against Adolf Hitler's Germany. Though they had been fighting in mainland Italy for some nine months, the Normandy invasion was in a strategically more important region, setting the stage to drive the Germans from France and ultimately destroy the National Socialist regime.

It had been four long years since France had been overrun and the British compelled to leave continental Europe, three since Hitler had attacked the Soviet Union and two and a half since the United States had formally entered the struggle. After an often seemingly hopeless fight, beginning in late 1942 the Germans had been stopped and forced into slow retreat in eastern Europe, defeated in North Africa and confronted in Italy. U.S. and British bombers had visited ruin on the enemy's industrial cities. Allied navies had contained the German submarine threat, making possible an immense buildup of ground, sea and air power in the British Isles.
Schemes for a return to France, long in preparation, were now feasible. Detailed operation plans were in hand. Troops were well-trained, vast numbers of ships accumulated, and local German forces battered from the air. Clever deceptions had confused the enemy about just when, and especially where, the blow would fall.

Commanded by U.S. Army General Dwight D. Eisenhower, the Normandy assault phase, code-named "Neptune" (the entire operation was "Overlord"), was launched when weather reports predicted satisfactory conditions on 6 June. Hundreds of amphibious ships and craft, supported by combatant warships, crossed the English Channel behind dozens of minesweepers. They arrived off the beaches before dawn. Three divisions of paratroopers (two American, one British) had already been dropped inland. Following a brief bombardment by ships' guns, Soldiers of six divisions (three American, two British and one Canadian) stormed ashore in five main landing areas, named "Utah", "Omaha", "Gold", "Juno" and "Sword". After hard fighting, especially on "Omaha" Beach, by day's end a foothold was well established.

As German counterattacks were thwarted, the Allies poured men and materiel into France. By late July these reinforcements, and constant combat, made possible a break out from the Normandy perimeter. Another landing, in southern France in August, facilitated that nation's liberation. With the Soviets advancing from the east, Hitler's armies were shoved, sometimes haltingly and always bloodily, back toward their homeland. The Second World War had entered its climactic phase.

Maggie Rose Durante born in Potomac, Maryland, United States is an American country music singer signed to Scott Siman's RPM Entertainment. In 2009, Durante signed to Universal Republic as Margaret Durante and released a cover of Kings of Leon's "Use Somebody". A year later, she left Universal Republic and signed to independent Emrose Records, an imprint that used the services of James Stroud's Stroudavarious Records. She charted two singles for Emrose and released her digital EP, Maybe Tonight. Maggie also recorded two songs that were featured in episodes of the Disney Channel's Shake It Up and Good Luck Charlie television series, and were included on the Shake It Up: Break It Down soundtrack album that was released on July 12, 2011. Durante changed her recording name to Maggie Rose in 2012 after signing with Scott Siman's RPM Management. When Siman expanded RPM to include a mainstream country label, he launched the album with her as the flagship artist with the first single being "I Ain't Your Mama"

Oil Leaks Aboard The Cargo Ship BBC Arizona

VALDEZ, Alaska — The Coast Guard, Alaska Department of Environmental Conservation, City of Valdez, and Gallagher Marine Services, LLC formally established a Unified Command on Wednesday in response to container oil leaks aboard the cargo ship BBC Arizona.

The Unified Command structure brings together representatives of all major organizations involved in an incident in order to coordinate an effective response while at the same time carrying out their own jurisdictional responsibilities. Under the Unified Command, various governmental agencies and non-governmental responders may blend together throughout the operation to create an integrated response team.

“Response to the ship’s container leaks has been a close collaboration between ADEC, the Port of Valdez, BBC Arizona representatives, and the Coast Guard since the start of the incident,” said Lt. Roberto Trevino, Federal On-scene Coordinator Representative. “Establishing a Unified Command allows those involved to build on established partnerships and provides a formal forum for all involved to make consensus, collaborative response decisions.”

On Wednesday, Emerald Services Inc. cleaned and decontaminated the area around the ship’s I-beam cargo in preparation to cut welded brackets holding the beams to the deck. Once the welds are cut, the I-beams will be thoroughly cleaned by Emerald Services Inc. and individually inspected by the Coast Guard prior to removing them from the ship. I-beams and bridge parts stored below deck are the only cargo being offloaded in Valdez. Sorbent pads on deck and boom in the water remain in place.

Personnel from the Coast Guard Pacific Area Strike Team arrived in Valdez Tuesday evening to augment Valdez based personnel during oversight and monitoring of the response. Strike Team members are trained and equipped to field test oil and determine the presence of polychlorinated biphenyls (PCBs).

The BBC Arizona’s owner contracted Emerald Services Inc. and Alaska Chadux to actively manage the spill area and mitigate environmental damage. Gallagher Marine Services, LLC, the designated Qualified Individual under the ship’s Vessel Response Plan, arrived in Valdez Tuesday and will serve as the ship’s representative within the unified command.

Governor and Veterans Recognize Destroyer Escort Day

June 15 is Destroyer Escort Day
Augusta, Maine - Governor Paul R. LePage has proclaimed June 15th, 2013 as Destroyer Escort Day to honor American sailors from World War II, The Vietnam War, and the Korean War who served on Destroyer Escort ships.

These ships were used as lifelines for Allied forces by protecting convoys from the U-Boat menace in the Atlantic Ocean. Destroyer Escorts were also used in surface for air battles, surface to surface combat, shelling shores for invasions, and many other assignments. They are no longer built.

Governor LePage on Wednesday met with the New England Chapter of the Destroyer Escort Sailors Association, which has included Navy Veterans from Maine, New Hampshire, Vermont, and Massachusetts. The Governor presented them with a signed copy of the 2013 Destroyer Escort Day Proclamation.

“We are losing a generation of warriors, and it saddens me to know there are very few veterans still with us who served on these historic ships,” said Governor LePage. “Our veterans deserve respect and recognition for their dedication in defending our freedom. It is an honor to acknowledge our military men and women of the past and present and to thank them for their service. We can never thank them enough,” added Governor LePage.

In attendance were veterans who served in World War II including Commander Normand Demers, Ronald Therrien, and Francis Therrien. Veterans from the Vietnam War attended including Herbert Mann, John Dube, and Marc Groomes. Mr. Groomes also served in the Persian Gulf War. Erland Rose, a veteran of World War II, was unable to attend. These veterans reside in various towns in Maine including Lewiston, Livermore Falls, and Jay.

Commander Normand Demers remarked how pleased he was to have the Governor recognize Destroyer Escort Day in Maine, “For us to see the Governor, it’s an event for us all. We’re honored to be here and have the Governor sign this every year.” It has been a tradition for the Governor to present the Destroyer Day Proclamation, which is a proclamation by statute.

The New England Chapter of the Destroyer Escort Sailors Association has seen a recent drop in number of members, from 100 to 55. The decrease in the number of members reflects how special it is to recognize veterans who served on the Destroyer Escorts. “We are an end of an era,” Mark Groomes said. Today, only two World War II Destroyer Escorts are displayed in the United States, which can be found in Albany, New York and Galveston, Texas.

The proclamation language is as follows:

WHEREAS, World War II, The Vietnam War and the Korean War called upon thousands of America’s young men to join in the fight by land, sea and air to restore freedom and peace throughout the world; and

WHEREAS, Destroyer Escorts were designed as an anti-submarine vessel to provide a lifeline for Allied forces by protecting convoys from the U-Boat menace in the Atlantic, and were used extensively in surface to air battles, surface to surface combat, shelling shores for invasions and many other assignments; and

WHEREAS, in recognition of the lives lost in these endeavors, and in commendation of the bravery and valor of these sailors, the Destroyer Escort Sailors Association has paid tribute since 1975 to those American sailors who served on Destroyer Escort ships; and

WHEREAS, the Northeast Chapter of the Destroyer Escort Sailors Association will host a special ceremony in Lewiston to honor the sailors of Destroyer Escorts from WW II, Vietnam and Korea, with special tribute paid to those that lost their lives with their ships.

NOW, THEREFORE, I, PAUL R. LEPAGE, Governor of the State of Maine, do hereby proclaim June 15th 2013 as

Augusta, Maine - All Maine State Parks and historic sites will treat Maine residents to a free admission on Father's Day, Sunday, June 16.

"I encourage Maine families to explore and enjoy our wide variety of State Parks and historic sites on Father's Day. There is a lot to see, and all visits are affordable every day, especially Father Day," said Governor Paul R. LePage.

Commissioner of Agriculture, Conservation and Forestry Commissioner Walt Whitcomb was equally enthusiastic. "June is ‘Get Outdoors Month' and Maine State Parks get you out there. Our park staff and devoted volunteers have the parks ready for visitors. Father's Day could be a lot of fun at any of our parks and historic sites," said Whitcomb.

DACF Division of Parks and Lands Director Will Harris encouraged Maine residents and visitors alike to explore the many offerings provided by Maine State Parks. "Each of our state parks and historic sites have programs suited for all ages and cover a wide range of outdoor interests. Many are using our Maine State Park Passport program as an incentive to visit all the parks, and the addition of our new Geocaching feature is very popular. We hope everybody comes out and has fun," said Harris.

The details of the free parks admission are:

Maine Residents Day, 9 a.m.-6 p.m., Sunday, June 16; all vehicles bearing Maine license plates will be allowed free entrance to Maine state parks and historic sites. No rain date will be available. The open admission does not apply to Baxter State Park or the Penobscot Narrows Observatory in Prospect, though admission to Fort Knox State Historic Site will be free that day.

Camden/Rockport, Maine - Children, families, and mythical creatures are invited to Merryspring’s first Summer Fairy Festival on Saturday, June 22 from 10:00 a.m. to 12:00 noon.

In commemoration of International Fairy Day, this free event will feature a variety of family and fairy-friendly activities and crafts.  Guests will be able to build their own accessories for fairy gardens, design wildflower seed packets, create magic wands out of natural materials, and more. Local author and fairy expert Liza Gardner Walsh will read from her new book "The Fairy Garden Handbook" at 11:15 a.m. Signed copies of the book will be for sale.

Bill Bradley is a registered dietitian, lecturer, and writer. He has led over 1,500 workshops including many on the health benefits of Mediterranean cuisine and lifestyle. He will lead a free workshop at the Camden Public Library on Tuesday, June 25, at 7:00 pm, on “Eating Mediterranean in New England.” Bradley went to the island of Crete to research the traditional cooking techniques of the healthiest people in the world, and to write his second cookbook: Foods of Crete: Traditional Recipes from the Healthiest People in the World. His first book: Things to do With Black Bean Stew is in its third printing.

You have probably heard a lot about the Mediterranean Diet lately, but do you know what it actually is?
