Phoenix Rising; China’s Expansion in Africa and Latin America

Anthropologist Rob Wasserstrom will give a talk entitled “Phoenix Rising; China’s Expansion in Africa and Latin America” on Thursday, September 24, 7:00 – 8:30 p.m. at the Camden Public Library.  This event is free and open to all.

Robert Wasserstrom received his undergraduate degree and Ph. D. in anthropology from Harvard University. He lived for five years with Mayan Indians in Chiapas, Mexico, and then taught at Columbia University in New York. After leaving academia, he held various positions in Washington and Houston, Texas. In 1995, he and Susan Reider co-founded the Terra Group to help international energy and mining companies with their overseas operations. Until retiring last April, he worked extensively in South America and West Africa, primarily Ecuador, Peru and Nigeria.  Over the past few years, Rob has taught in a graduate program for mid-career energy officials in Latin America and continues to lecture in the U.S. He has written three books and published several dozen articles in academic and non-academic journals.

Hosted by the Camden Public Library, this event is offered as a free community event in in anticipation of the 29th Annual Camden Conference: The New Africa, February 19-21, 2016.

OFFICE OF THE CITY MANAGER
 The Maine Chiefs of Police have finished their report on the evaluation of
the Rockland Police Department. I have included it with this memo for
review. Next, we will wait for an opportunity to brief the City Council on
the report and action steps. Considering the volume of issues the City
Council is working on this can wait a moment.
 The City has continued having conversations with representatives from
Ford regarding the ambulance that we have been struggling with for the
last two years. City staff has tried to handle this situation with diplomacy
and modesty but nothing is being done to fix an important staple of the
emergency response fleet. I have started to bring the conversation to
another level.
 I finished meeting with the YMCA regarding the operating agreement. I
am very proud of this. What was a long shot idea is now a real possibility
and one with potential. I expect the relationship with the YMCA to
blossom over time.
 I attended the 9/11 ceremony at the Fire Station. Councilor MacLellan-Ruf
spoke eloquently and represented the City well.
 The City staff had a small reception for Tom Luttrell, as Friday was his last
day. Maura Halkiotis will start on Wednesday in her capacity as interim in
Finance.
 Searches for the Finance Director and Environmental Compliance officer
are in motion. They are due in two weeks.
 I announced the hiring of Chris Donlin as the Assistant Public Services
Director. Chris has been a foreman and superintendent in the private
sector for the last decade working on many projects bid out by the city. I
am optimistic about the new management team in this department.
 The transition plan for the Recreation Department is mostly set. We will
start executing after the City Council meeting on Monday.
 Teamster’s contracts are nearly drafted. I will likely have them for Council
approval in October.
 I attended the RSU School Summit. I found it interesting and worthwhile.

OFFICE OF THE CITY ASSESSOR
 Processed Real Estate Transfers, updating parcel cards, sales book, and
property splits.
 Processed Personal Property accounts, updating ownership, owned items,
depreciation, State BETR’S 801 returns, BETE exemptions.
 Processed building permits, reviewing, updating property cards and
assessments.
 Analyzing qualified sales of all properties and neighborhoods for a fair and
equitable assessment.
 Completing State forms and returning for processing.
 Updating GIS with the new splits and merging parcels.
 Listening and reviewing properties at the property owner’s request.
 Updating Tax Maps and posting to the web site.
 The commitment date is August 14th.
 Tax Bills have been out for three weeks and the office has handled a large
number of calls.

OFFICE OF THE LIBRARY DIRECTOR
 Catinka Knoth’s Children’s class drew Farm scenes of haying and the fall harvest there was no Adult drawing class again this week, due to the Labor Day holiday.
 I met with Lisa Lyons, who had earlier volunteered her graphics skills; I wanted some sharp black & white options for some of the Library’s promotional material, and announcements (such as holiday closure signs). In addition to being eye catching, they’ll be a lot less expensive to produce, and we are off to a great
start.
 LEGO™ Club met this week, with an emphasis on building with a partner.
 On Tuesday evening, the Library presented an Author Talk & Book Signing with Jim Krosschell. Over the course of a year, Krosschell returned to Owls Head, walking every lane and road in town. The record of these modest walks became a book of enlightenment, Owls Head Revisited.
 For Wednesday Storytime, Jean Young and recurring guest Judith Andersen talked about family gardens through fiction, nonfiction, and a special craft. Books read included Muncha! Muncha! Muncha! By Candace Fleming, Good Morning, Garden, by Barbara Brenner, and Eddie’s Garden and How to Make Things Grow, by Sarah Garland. Jean had saved a garden calendar with lovely watercolors of flowers, birds, and other garden themes with poems to match. During the craft portion of Storytime, children chose one and cut, pasted, and attached them to colored construction paper for a mural to take home.
 I attended the meeting of the PLEA Board of Directors.
 Don Fowles worked on moving the Library network to its new server, and updated the path to the Shared Folder in all staff and public desk PCs.
 On Thursday, Jean Young hosted a program entitled: Homeschool Help,
presented by Ed and Kathy Green founders of Homeschoolers of Maine. This was an informal talk on homeschooling, including the why, how, and some of the legal requirements.
 The Thursday Evening Arts and Cultural Event was the first Camden Conference Community event of the 2016 Conference. Diana Coleman presented: A Glimpse Into The Lives of Women and Girls in Rural, Southwestern Kenya: My Work With
Mpanzi, an illustrated talk. Mpanzi is a small nonprofit organization founded in
2010 that is dedicated to promoting education and preventing violence against
women and girls in rural villages of Southwestern Kenya. Mpanzi works in 12
remote rural villages among the Maasai and Kisii ethnic communities. An
advocate for women and girls, Diana Coleman is a board member of Mpanzi. Her story, Glimpses of Kenya from a Mzungu Woman is in the Goose River Anthology 2015.
 I participated in the Northeastern Maine Library District (NMLD) Executive Board meeting via telephone on Friday morning.
 I’ve all but completed work on a grant application I am writing with the Friends of Rockland Public Library.
 Jean offered Baby Storytime on Friday.
 Upcoming: New Hope for Women will sponsor “An Empty Place at the Table” to honor victims of domestic violence homicide, in observance of October as Domestic Violence Awareness Month. Also, the friends are looking for homes. The Holiday House Tour takes place the Saturday after Thanksgiving. If you’d like to decorate your home for the holidays early, and be a part of the tour, please let me know, and I’ll connect you to the Friend on point for this fun, fund-raising event.

OFFICE OF THE CHIEF OF POLICE
Officers responded to 300 calls for service. Rockland Police Officers responded to four motor vehicle crashes and 12 animal complaints. 18 traffic stops and traffic violations were conducted. Officers charged or made arrests of 8 individuals for various offenses, to include, Bail violations, Alcohol violations, Disorderly Conduct, Domestic Assault and Operating under the Influence.
 Continued working with City I.T. regarding department wide computer updates.
As of this date all police department computers have been upgraded.
 Officers attended a multi-agency “task force” meeting at the Department of
Public Safety in Augusta. The purpose of this meeting was to explore the possibility of creating a task force consisting of several police departments’ state wide in order to address the ongoing commercial burglary spree occurring state wide. The consensus was that a task force was needed and is feasible. Rockland Police Department pledged resources in order to assist in identifying and apprehending the people responsible for the burglaries.
 We are working with Cordjia Capital Projects Group as they continue to finalize their study of the heating and cooling system at the One Park Drive Condo Association. This study is in its final stages and recommendations are expected soon.
 DC Young assisted Camden P.D. with helping them develop overall strategies to manage their Detectives division.
 The Patrol Division has been working closely with C.I.D. regarding the ongoing commercial burglaries. Patrol has been provided with information that could identify possible suspects and have been actively participating in the investigation to include 83 property checks of commercial businesses in the last week alone.
 Patrol Sergeants continue to deploy motorcycle, bicycle and foot patrols as
weather and staffing allows.
 Radar details are being conducted throughout the city including Main St. and
school zones.
 40 parking tickets issued during this time frame.

OFFICE OF THE FIRE CHIEF
Over the past week, in addition to the general response to 49 Fire and EMS calls,
conducting apparatus checks, daily cleaning, routine repairs and maintenance to
the fleet and of the quarters, the following occurred:
 Despite the significant number of fires out West, Lt. Johnsons’ crew was not posted
and he remains here on duty in Rockland.
 Our two in-service ambulances were inspected by the State EMS agent and fund to meet all requirements. The third unit was unavailable at the time of the
inspection due to the continued issue with the motor.
 On the plagued ambulance, it appears that Ford will be working on securing us a “loaner” ambulance while they figure out how to address the current problematic one.
 Wednesday evening our personnel drilled on residential structure fire tactics.

OFFICE OF THE PUBLIC SERVICES DIRECTOR
 Training.
 Prep work on Laurel Street.
 Road side mowing, brush trimming.
 Screened loam at landfill.
 Picked up trash city-wide.
 Laurel Street culvert.
 Water flowers.
 Sign work.
 Moved compost pile at landfill.

OFFICE OF THE CODE ENFORCEMENT OFFICER
 At their request, John met with the owner and manager of Rock Harbor to review the conditions of their license approval.
 John met with Leticia van Vuuren who is assisting with preparation for the
upcoming internet based GIS program.
 John attended the City Council Agenda Setting Meeting 9/9/15.
 There was one complaint filed this week.
 The following permits were received by the Code Office this week:
o 5 Building permits
o 1 Electrical permit
o 2 Plumbing permits
o 1 Shoreland Zoning Permit
o 1 Sign permit

OFFICE OF THE POLLUTION CONTROL FACILITY DIRECTOR
Pollution Control Facility
 Plant flows were low, only about 1.8 MGD average this week.
 Conducted Trench and Excavation training with the Safety Works of Maine (part of the D.O.L. corrective action).
 Conducted PPE and Hazard Communication Training (part of D.O.L. corrective action).
 Attended the Maine D.O.T. sponsored Maine Winter Maintenance Roundtable in Hallowell.
 Completed and submitted Legislatures Environment and Natural Resources (ENR) Committee composting survey.
 Continued work on wiring the mixers for aeration basin #5.
 Replaced and rewired the gauge and pressure switch for belt press feed pump
#2.
 Repaired the seal leakage alarm on the pumps at Glenwood Ave. pump station.
 The lab did B.O.D. and T.S.S. testing for North Haven.
 Began prep for the F.M.C. carrageenan spike study.
Environmental Services
 Inspected and approved the sewer connection for the new C.M.C.A. building on Winter Street.
 Prepared a list of Storm Basins to be cleaned and delivered to Dept. of Public
Services.
 Tested and changed batteries in the instruments being used for the collection
system flow monitoring study.
 Repaired the controller for the rain gauge for the flow monitoring study.
 Worked with Janet Abrahamson from Maine Rural Water on the collection system O&M manual.
 Met with Shawn Ready from Ted Berry Co. to discuss pipe lining and manhole rehab of the sewer main near the public landing and police plaza to eliminate sea water infiltration into the collection system.
 Attempted CCTV inspection of the sewer main upstream of the Waldo Ave. pump station. Inspection had to be rescheduled, high flows prevented use of the
camera.

OFFICE OF THE MUNICIPAL FISH PIER DIRECTOR
 The Public Services Director ( Dave Larrabee) and I walk the pier to see what we could temporarily due to fix pot holes so that the users with fork truck hauling barrels of bait can travel around the pier without tipping over the barrels of bait. Public Services will work on the pier next week repairing the high traffic areas for better access for all.
 The Bait Dealer is being supplied with exactors of bait from Canada. They unload, salt the herring, and place back in exactors, barrels for local area lobster men. This will keep the lobster men supplied with bait until the new quota opens on the 1st of October.
 Attended the City Council’s agenda setting meeting.

OFFICE OF THE COMMUNITY DEVELOPMENT DIRECTOR
 Meeting with Midcoast Music Academy and Bixby & Co. regarding
Microenterprise Assistance Grant.
 Environmental Review for Microenterprise Assistance Grant.
 Preparation for joint event between Harbor Trail Committee and Georges River Land Trust.
 Meetings with developers regarding industrial development.
 Preparation for grant submission to FY16 Recreation Trails Program.

Sailing Takes Top Three Finishes In All Four Opening Weekend Events

The Polar Bears opened their fall 2015 season with four events including the Penobscot Bay Open at Maine Maritime, the Harman Trophy at Maine Maritime, the Toni Deutsch at MIT, and the Invite at Harvard.

The Polar Bears had two teams competing at Harvard including Phil Koch '16, Nora Cullen'18, Matt Kaplan '19, Louisa Lindgren '19, Ellis Price'18, Emily Salitan'16, Alex Vasiliou'18, and Jake Griffin'18.  The team sailed well in classic easterly conditions on the Charles River and finished first and second overall out of fifteen teams competing.

Just up the river at MIT, the Polar Bears competed at the Women's Toni Deutsch Regatta.  Erin Mullins'16 and Julia Rew'16 sailed A division with Mimi Paz'17 and Martie Ogle'18 sailed B division.  The Polar Bears sailed a very consistent regatta and finished second in A and B division and won the event by twenty-two points over the second place BU Terriers.

Up at Maine Maritime, the team competed in two regattas.  At the Harman Cup sailed in Colgate 26s, the team battle light air and lots of current.  The team struggled a bit in the conditions on Saturday but really made some nice gains on Sunday and finished third of eight teams, thus qualifying the Polar Bears for the Match Race New England Championship which will be hosted by Salve Regina October 17-18.  This is the first time the Polar Bears will be competing in Sloop New Englands since the fall of 2004.  Competing for the Polar Bears was Harrison Hawk'18, Jack McGuire'17, Louis Frumer'18, and Sydney Jacques'18.

Matt Lyons'17 sailed with Dana Bloch'17 in A division and Courtney Koos'16 sailed with Olivia Diserio'16 in B division at the Penobscot Bay Open.  Seven races were completed in light winds and flat water.  The team put together some strong scores on Sunday afternoon and finished third overall out of the fourteen teams competing.

Maine Field Hockey Defeats Harvard 7-1 For Fifth Win of Season

ORONO, Maine -- The University of Maine Field Hockey team defeated Harvard Sunday, September 13th, 2015 for their fifth win of the season 7-1.

With the win Maine improves to 5-1 on the season while Harvard drops to 1-2 overall.

Maine scored first in the game with a goal from Nicole Sevey (Skowhegan, ME) for her second of the season to give the Black Bears a 1-0 lead 19 minutes into the half. One minute later, Samantha Wagg (Victoria, Australia) scored her first goal of the season off of a Jessica Skillings (Skowhegan, ME) assist to give Maine a 2-0 advantage. 

Emily Corbett (Listowel, Ontario) played the first half for Maine in goal stopping two shots and helped the Black Bears carry a 2-0 lead into half-time.

Emma Cochran (Surrey, British Columbia) started in goal for the Black Bears in the second half.
Danielle Aviani (Surrey, British Columbia) was able to capitalize off of a tipped shot to score her fourth goal of the season, the assists came from Sevey and Katie Bingle (Selby, England) to bring the score to 3-0 Black Bears.

Five minutes later, Libby Riedl (Port Moody, British Columbia) was able to score her first goal of her career to bring the Black Bears their fourth unanswered goal.

Maine continued their scoring ways, Samantha Wagg scored her second goal of the day with the assist coming from Libby Riedhl to give Maine a 5-0 edge.

Eight minutes later Ella Mosky (Victoria, British Columbia) scored her first career goal for the Black Bears and helped push Maine's lead to 6-0.

Harvard was able to get on the board with two minutes remaining in the game, off of a Elizabeth Jacobson goal that brought the score to 6-1 Maine.

Just before the final horn, Delaney Baxendale (Wilton, CT) also scored her first career goal and gave the Black Bears a 7-1 win.

Maine returns to action September 17 as they travel to Quinnipiac.

Women's Tennis Looks Strong in Season Debut at Stony Brook Classic

Tess Trinka went unbeaten in singles play at Stony Brook
STONY BROOK, New York - The Bowdoin College women's tennis team opened its 2015-16 campaign by playing in the Stony Brook Classic this weekend.

The Polar Bears performed well as the lone Division III squad in the field.

Highlights
  • Against a field that included Division I programs Army, Navy, Stony Brook, St. John's, Hofstra and Farleigh Dickinson, the Polar Bears recorded a 17-8 overall record in singles and doubles play.
  • Sophomore Tess Trinka led the way for Bowdoin by going unbeaten in singles play.
  • First-year Maddie Rolph lost just one match in her collegiate debut
Results will be posted, when available.

Up Next
  • After an off weekend, Bowdoin will look to make some noise at the Intercollegiate Tennis Association New England Regional hosted by Williams College beginning on September 24.

Windham's Grace Sawyer and Dani Tardiff combined for 17 saves on TA's 21 shots. Windham's Meaghan Griffith had a defensive save.

TA is now 4-1 and plays at Biddeford on Friday.
Windham is now 0-4.

McDonough earns NESCAC women’s cross country honor

WATERVILLE, Maine — Alanna McDonough (Andover, Mass.) started the season with a victory, helped the Colby College women’s cross country team beat rival Bates College, and Monday was named New England Small College Athletic Conference Performer of the Week.

McDonough, a senior tri-captain, won the junior/senior race against the Bobcats on Saturday at Pineland Farms. She had a time of 17 minutes, 1 second over the 2.84-mile course. McDonough was seven seconds ahead of the runner-up finisher.
 
Expectations are high for McDonough after she made the NCAA Division III Championships for the second straight year in 2014. She also was on the All-NESCAC Second Team, earned All-New England honors, and won the Maine State title.
 
Colby needed a win by McDonough to take a 28-27 victory (high score wins) in the junior/senior race. The women’s team won 58-52 in both events combined.
 
Colby has this weekend off before competing at the Bowdoin College Invitational on Saturday, Sept. 26.

Davis Named LEC Runner of the Week

GORHAM, Maine -- The Little East Conference announced today that University of Southern Maine senior captain Brooke Davis (Clarendon, Vt./Mill River Union) has been named the initial women's cross country Runner of the Week for the 2015 season.

            Davis paced the Huskies to a fourth-place finish in the Division II-III segment of the Fordham Fiasco held Saturday at historic Van Cortlandt Park in New York City.  Davis was the Huskies' first finisher coming across the line in 15th place after covering the 5,000-meter course in a time of 21 minutes, 2.36 seconds.  Her time was more than 33 seconds faster than in 2014.

            This is the first weekly LEC honor for Davis in her four-year career at USM.

            The Huskies totaled 125 points to finish behind East Stroudsburg University, St. Thomas Aquinas and LIU-Post.  East Stroudsburg placed its five scoring runners among the top ten finishers for a score of 30.  St. Thomas Aquinas had a team score of 92, followed by LIU Post with 122 and Southern Maine.  Monroe College rounded out the top five with 143 points.

            The Huskies are back in action next Saturday (12:00 p.m.) traveling to Dartmouth, Mass., to compete in the University of Massachusetts Dartmouth Invitational.

Weeks Named NAC Rookie of the Week

WHITINGHAM, Vermont - The North Atlantic Conference (NAC) has announced its weekly honors for field hockey and Thomas'Tiffany Weeks has been named the rookie of the week.

Weeks started in both games this week for the Terriers.  She finished with an assist in a close loss to crosstown rival Colby College and scored two goals, including the game winner, in a 3-2 victory over Simmons College.

Thomas will be back in action at Mount Holyoke on Saturday at 3pm.

Emard Named NAC Rookie of the Week

WHITINGHAM, Vermont - The North Atlantic Conference (NAC) has announced its weekly honors for men's soccer and Thomas'Josh Emard has been named the rookie of the week.

Emard recorded his first collegiate points in a 6-1 win over the University of Southern Maine on Wednesday, scoring two goals and registering an assist for a game total of five points.

Thomas will return to the pitch on Thursday as they travel to Saint Joseph's at 4pm.

Temple, Hunziker Earn Little East Conference Weekly Accolades

GORHAM, Maine – Junior Katherine Hunziker (Portland, Maine/Cheverus) and senior Marissa Temple (Grafton, Mass.) of the University of Southern Maine Huskies' women's soccer team have each earned weekly accolades from the Little East Conference.  Hunziker was named the LEC's Offensive Player of the Week, while Temple was named the conference's Goalkeeper of the Week.
Hunziker is earning the first LEC weekly honor of her career after tallying one goal and one assist in a 1-1 week for the Huskies.  All of Hunziker's points game in Southern Maine's 5-0 shut out win at Thomas College on Saturday.  Hunziker scored USM's second goal of the game and assisted on the fourth to record her first intercollegiate points.

Temple, a second team All-Little East Conference selection in 2014, is earning weekly goalkeeper of the week honors for the second time in her career.  Despite suffering a 3-0 set back to Bates College, Temple set a career mark making 19 saves on 22 shots on goal for a .864 save percentage in the contest.  Temple then backstopped the Huskies' to their second shutout victory of the season with a 5-0 win at Thomas, making four saves to total 23 saves in two games.  Temple now has an outstanding .893 save percentage for the season and a 1.00 goals against average.

Southern Maine travels to Salem State on Wednesday (4:00 p.m.) for a non-conference game. Thomas College returns to action on Wednesday (7:00 p.m.) in a non-conference game against cross-town rival Colby College.

MSOC: Berenyi tabbed NAC Player of the Week‏

WHITINGHAM, Vermont - Husson senior forward Stephen Berenyi has been named the North Atlantic Conference Men's Soccer Player of the Week, the league office announced Monday afternoon.
Berenyi helped lead the Eagles to a 2-0 record this past week. The Levant, Maine, product tallied two goals in a 3-2 non-conference win over Maine Maritime. The forward netted a goal in the 33rd minute to tie the game at one-all and then found the back of the net less than two minutes later to put the Eagles up by one. WHITINGHAM, Vermont - Husson freshman forward Alison Boulier has been named the North Atlantic Conference Women's Soccer Player and Rookie of the Week, the league office announced Monday afternoon.
Boulier and the Eagles had a tough week of competition but pulled out a 1-1 record. In a 2-1 win over New England (Maine), the Bangor, Maine, native put Husson on the board in the 14th minute to tie the game at one-all and helped end a 13-match losing streak to the Nor'Easters that spanned 23 years. In a tough loss at Bowdoin (Maine), she netted one goal.
Boulier leads the team this season with three goals and six points.

MGOLF: Martin voted NAC Men's Golfer of Week‏

WHITINGHAM, Vermont - Husson senior Greg Martin has been named the North Atlantic Conference Men's Golfer of the Week, the league office announced Monday afternoon.
The Ellsworth, Maine, native took the top spot in two tournament - John Queenan Memorial and Bowdoin Invitational - last week. Martin shot a 71 on Tuesday and became the ninth different Eagle golfer to win the Queenan crown. He shot a 70 on day one and 75 on day two to record a 145, two strokes better than the two second-place finishers.

CASTLETON, Vermont - Husson junior safety Kenny Sweet and freshman defensive end Elvin Suazo have been named the Eastern Collegiate Football Conference (ECFC) Defensive Player and Rookie of the Week, respectively, the league office announced Monday.
Sweet totaled three interceptions, tying the school's single-game record set by Adam Scott and Chad Bennett (twice), all done in 2004. Sweet's 100 yards on interception returns is second most in a game next to Scott. The Portland, Maine, native's 225 career return yards are now most in school history, breaking Scott's previous mark of 210.
Suazo tied for a team-high five tackles in helping Husson limit the Alfred State (N.Y.) to just 41 yards of total offense and six first downs. In a return trip to his homestate, the Lincoln, N.Y., product was a part of an Eagle defense that forced four turnovers and held Afred State to 1-for-17 on third down.
The Eagles defeated the Pioneers 44-2 on Saturday.
Husson is off for two weeks and returns to the field Saturday, Oct. 3, against Castleton (Vt.) on Homecoming. Kickoff is set for 1 p.m. ET at Winkin Sports Complex.
